The Waste Emissions Charge (WEC) for methane is a significant cost consideration for oil and gas facilities that emit over 25,000 metric tons of CO2 equivalent annually. These facilities, as reported under Subpart W of the Greenhouse Gas Reporting Program, are subject to WEC if they exceed waste emissions thresholds set by Congress, unless exempted.

Starting in 2024, the WEC begins at $900 per metric ton of methane. The cost will rise to $1,200 per metric ton in 2025 and increase further to $1,500 per metric ton for emissions reported in 2026 and beyond.
