Emissions Testing & Compliance Solutions for LNG Facilities

Integrated Methane Emissions Detection & Mitigation Solutions for LNG Facilities

LNG facilities operate under some of the most stringent environmental regulations in the industry. Depending on their location, they must navigate a complex framework of air quality standards and compliance obligations. In the United States, liquefaction plants, regasification plants, transfer systems and associated mooring terminals are regulated facilities that typically require air permits and subject to ongoing emissions monitoring, reporting, and testing requirements.

Who We Work With:

We support LNG plant operations with facilities and emissions generated at key points of the LNG value chain including:

  • Onshore LNG liquefaction plants
  • Onshore LNG regasification facilities
  • Offshore mooring platforms, transfer systems, and jetties.
  • LNG carriers (tanker vessels)
  • Natural gas transportation pipelines
  • Compression facilities, including stationary reciprocating and turbine engines
  • Flare stacks
LNG Storage Facility

We Help You:

Develop potential emissions volume estimates, and emissions monitoring plans for permitting

Detect VOC and methane fugitive emissions

Utilize Optical Gas Imaging (OGI) and Method 21 approved devices

Continuously monitor flare pilot flames and emissions

Meet NESHAP compliance obligations

Protect uptime and bottom lines with reliable LDAR programs

Proactively identify super emitter events for quick reaction

Stay ahead of EPA, state, and local air quality regulations

Deliver auditable, regulator-ready environmental data

Our Solutions:

Engine & Stack Emissions Testing

LNG operations typically utilize stationary engines, either reciprocating engines or turbines, for compression, power generation, and other critical processes. These engines are subject to various EPA regulations, including periodic emissions testing.

  • Mobile Engine Testing Services: We deliver fast, accurate emissions testing for industrial engines—on-site and on your schedule. Our mobile engine testing labs are fully compliant with US EPA protocols and equipped to measure both criteria pollutants and speciated greenhouse gases, including methane and CO₂.
  • Stack Emissions Testing Services: We are a leader in the environmental industry, specializing in stack emissions testing. With over 20 years of expertise, we deliver comprehensive solutions across a wide range of Title V compliance testing categories.

Methane Emissions Monitoring for LNG Facilities

Regulators are placing increasing emphasis on methane emissions from onshore liquefaction plants, offshore transfer systems, LNG carriers, and regasification terminals. While traditionally underreported, methane leaks from liquefaction and regasification infrastructure are now under the spotlight thanks to

In addition to temporary and fixed CEMS options, Encino offers other advanced detection technologies including:

  • SENSIA QOGI Cameras: We deploy Mileva 33 and Caroline Y optical gas imaging cameras to detect and quantify methane emissions in real-time, even in dynamic offshore conditions.
  • Satellite-Enhanced Monitoring: Through our joint venture with Satlantis, we also offer

These technologies allow operators to identify, quantify, and respond to methane emissions quickly – helping reduce environmental impact while satisfying new compliance expectations.

Flare Monitoring

Flare systems provide a reliable and safe method for vapor hydrocarbon disposal. Flare systems offer controlled handling of off-spec streams during plant upsets, emergencies, and short-term operations such as equipment maintenance, start-up, or shutdown (MSS) activities. EPA mandates that flare systems are monitored to ensure a continuous pilot flame to prevent raw methane and VOCs from being released as well as ongoing combustion efficiency.

Encino offers advanced flare monitoring solutions for pilot flame monitoring and combustion efficiency.

  • Flare Monitoring: Using AGNI OGI cameras, flare stacks can be monitored in real time with the optimal level of sensitivity for each flare in the camera’s Field of View. If a non-optimal situation is detected, an alarm is generated over all your devices and logged.
