The U.S. Environmental Protection Agency (EPA) requires operators of facilities in a wide range of industries to periodically test emissions from engines, stacks, and other stationary sources. Gas gathering system compressor stations, asphalt plants, crematoriums, large bakeries, landfills, paint booths, RNG facilities, incinerators, and many more must perform emissions tests and report the data to the EPA.

Timely reporting of environmental test data using CEDRI, or Compliance and Emissions Data Reporting Interface, is a critical element of environmental compliance for affected sources identified in EPA regulations 40 CFR Part 60 and 63.

On ,the EPA published a new rule requiring the owners and operators of facilities in the Oil and Gas industry to submit their engine and stack emissions reports using CEDRI. Effective February 26, 2025, 180 days from the date of the final rule, affected facilities must submit their applicable reports via CEDRI.

CEDRI reporting, however, can be one of the most tedious aspects of air emissions compliance and managing engine and stack test data, requiring careful organization, formatting, and uploading to the system. Much like calculating your own tax liability and ensuring timely, accurate filings, CEDRI reporting is a time-consuming, intricate, and costly task—with serious consequences if not done correctly.

What is CEDRI Reporting for Engine and Stack Testing?

CEDRI is an EPA-mandated reporting system that requires industries to submit emissions data and other compliance-related information. This reporting is essential for maintaining compliance with environmental regulations and avoiding penalties.

The CEDRI program facilitates the submittal of four report types:

  • Performance Test Reports. For generating files containing emissions source test data.
  • Notification Reports. A Notification Report or Notification of Compliance Status (NOCS) for notifying authorities that a facility has achieved compliance with an applicable regulation.
  • Periodic Reports. Reports that demonstrate initial compliance or maintained continuous compliance with an applicable regulation over the reporting period (e.g., 6 months).
  • Information Collection Requests. EPA issues an Information Collection Request (ICR) to gather specific information including emission inventories, compliance demonstrations, process changes, equipment configurations and more.

Submitting reports to CEDRI can be time-consuming and confusing. CEDRI operates through the EPA’s Central Data Exchange (CDX), created in 2015. The reporting interface uses XML (extensible markup language), requiring organizations to be proficient in coding data correctly. While the EPA provides an Electronic Reporting Tool (ERT), which was built in Microsoft Access, as well as XML schemas for preparation, the process remains challenging and time intensive.
